The County Park Commission was contemplating the construction of a fence to allow for admission charges. In 1939, Shorty the Lion, who had been born on the shortest day of the year in 1938, was quickly becoming a star attraction. Rejected by his mother, Queenie, he was hand-raised by zookeepers.
